might consequently be advisable that the regulations

should be revised from this point of view.

I am also to draw attention to the absence

from the Regulations of any provisions to meet those

parts of the Venice Convention which relate to

ports of departure.

Under these circumstances I am to ask whether

Mr. Secretary Chamberlain would wish the accession

of Hong Kong to the Convention to be now notified to

the other Contracting Parties.
